To actually be competitive, it costs far more to build a decent "sniper" setup with repeatable accuracy than a garden-variety AEG that can throw a lot more bb's.
For what it's worth, there's no "fairly good" quality sniper rifles that you will find in Canada for under $400. Period. Anything you find under that price range will be a fixer-upper that requires some knowledge and TLC and, as a noob, you do not want to touch; alternately, it will be a brand new POS that has no repeatable accuracy...
