Sure, to fire a BB you don't need the gas block or the gas tube (more often then not, just a thick steel wire).
It'll look a bit funny, because on the real steel, you'd have to rack the charging handle each time because the bolt wouldn't cycle from discharging a round.
You are also correct, at the base of the outer barrel is a shelf which is where the delta ring sits after being slid over the outer barrel, and then the delta ring screws onto the upper receiver, securing the outer barrel to the upper.
