I can confirm you that it is the charger that is the issue.
Even though the seller claims that the charger can do 12, it CAN'T.
I have tested this brand of charger. There is two version (right from the factory). One can do up to 6-7-8 cells and the other does 9-10-11-12 cells.
The sellers claim that it can charge 12V batteries because of the Engrish. The charger will be able to output 12v. That is what is needed to charge a 9.6v pack. The traduction is just crap.
As said, get a real charger. That thing is like saying you have an airsoft gun when you bought a Crossman Stinger.
