Anything can be used as a weapon, like a cup.
EMILE THERIEN theory is flawed in thinking toy guns are the issue. It's the people.
But heck, make them controllable. Make us pay for a permit. If thats the price to pay to be allowed to import them from where ever, at 'regular' price (heck tax them or some shit), then thats fine by me.
