Seizure notice would be sent after it's been determined what stuff is prohibited. What should happen is the stuff allowed to come in will be released, while the prohibited items seized. He'd be given a seizure notice form, with the address to write to appeal, as most of you guys would probably know. So all this guy's stuff isn't doomed right off the hop.
