Snow is just insolation it keeps you and your house warm. It's temerture and windchill that kill.

Winnipeg -47 for 7 days in a row and 40 kph winds. happens every 2 or 3 weeks all winter.

T-shirts and shorts are good enough if you're in Toronto, It's not all that much worse there than florida.
