Nope, always been that way. Only there to prevent spam/malicious users from filling up a forum before someone notices.

Also prevents double posts.

I've had my Internet crap out on me sometimes and accidentally submitted a post twice. (In which case the 30 second thing kicks in and doesn't double post)
