Do I need a discharger if I have a smart charger?

Sorry for my apparent ignorance, but I think I heard from somewhere that I dont need a discharger for my battery if I have a smart charger. Is that true or not?

NICD batteries need to be discharged, NIMH batteries will be damaged if you discharge them repeatedly
