How much interest is there in this time period for people doing loadouts?

Eastwind is done for now, unfortunately. However, there is a group in Manitoba that does both Vietnam era and 90's US - in that order. So they do exist.

And there's some of us spread out around Canada with Soviet ERA kit.

I myself am almost done an M69 HEBE based impression, complete with Great Coat for shittier weather :P
