Looking for Surefire M951
 
Im looking to buy a real Sure fire M951, but I cant find them anywhere? I have messaged almost all the sellers on eBay and none of them will ship to Canada for some reason. Anyone know where I can find one?

The reason is called ITAR. Violation can win them the prize of business crippling fines and decent length prison sentences.

I've managed to get hold of two over the past few years for myself and a team mate, both from within Canada. They don't surface much.

My advice is to just go get one of the civilian/non IR surefire if you absolutely must have a surefire. Otherwise, look at other companies or do more research to learn how to legally acquire ITAR technology.

Companies often refer to ITAR if they're ignorant to the actual regulations. VLTOR didn't want to ship me a t-shirt because of ITAR. :)

Companies restrict stuff like T-shirts because if their shipper sticks your label on the wrong box and something leaves that shouldn't then the Commerce Department will take that opportunity to constructively screw them over as an object lesson.

The risk of that happening vs. the reward of making one person outside of the USA happy is just too skewed.

Realistically no... Fair use covers almost all surefire products with the exception of suppressors, IR lasers.

Helmet light? legit climbing, biking use
Flashlight? legit use derp
IR flashlight? Legit civilian and hobby use (photography, search and rescue etc)

The real reason why you can't go to opticsplanet.com or some other large scale online retailer south of the border is because the distribution rights to the products in Canada are restricted, and the Distribution Agreement for opticsplanet or these other sites is restricted to the USA. It's easier to quote ITAR as the reason since they sell so much ITAR goods. It's easier to do that then state the truth.

Aside from SKDTac, and Blue force gear that is honest about ITAR vs Not allowed to ship to Canada because of Distribution Agreements, I can't think of other tactical retailers that are transparent about not shipping.

VLTOR sells complete firearms in Canada, available at Red Deer Shooting Centre. VLTOR is just being lazy, ignorant, or don't want to bother dealing with you.

Any company quoting ITAR for goods that are clearly not ITAR is just doesn't want to take your money.
