Could you explain what you mean by caps? I'm not familiar.

If you're wanting to do airsoft practical shooting, you need four major things;

1. A Space.

Is it safe? (backstops, seclusion from the public, no random hikers or passers-by, no noise concerns)

Is it diverse? (can you go out to practical maximum range, do you have natural terrain features to exploit, can you set up and store props without fear of having them removed or vandalized)

Is it legal?

(does your intended activity conform to local bylaws/ your neighbors' feelings etc *be ultra careful with this*)

2. A Goal.

Am I practicing Magoge Tactical "This Beardy Guy" super hardcore DVD stuff, or what works in an airsoft game? IPSC/ IPDA/ 2G/ 3G/ ACM/ wordsalad special?

3. A Model.

Someone may have done something similar. You can learn a lot by their example. Research!

4. Creative Flexibility.

Whatever you come up with initially probably won't work, for a whole host of reasons you can't predict. Are you financially and temporally able to be one of the only two guys to show up and still find the exercise worthwhile?
Are you patient and passionate enough to help a massive moron who has a heroic love of the sport without ego?
Are you charismatic enough to entertain someone who is sure that they're better than you (whether they are or not) without being an asshole?
Are you humble enough to share what you know and accept what you don't from someone who eclipses you in raw or measured skill?

If you've got those things in hand, or you're willing to learn as you go, there's definitely a 'market' for this stuff, but likely not enough to bank on. There's no reason why you can't start your own group! Just make sure that your "Is" and "Ts" are dotted and crossed legally, then proceed towards your goal.
